Creating a learning-based evaluation culture in
development organisations

Evaluation capacity building (ECB) has become a ‘hot topic’ in recent years. Internationally, ECB activities have mushroomed as development programs are increasingly expected to demonstrate their impact and effectiveness. A key aim of ECB strategies is to promote the development of a culture in which evaluation is seen as an ongoing learning and program improvement process. However, creating a learning-based evaluation culture and developing effective monitoring and evaluation (M&E) systems often presents many challenges and issues, especially for NGOs in developing countries.

June will share learnings on this topic from her current work on an action research project with an NGO in Nepal. A key aim of this project was to develop a learning organisation which uses participatory community-based research to improve the content of its radio programs, and to assess the social change impacts of its programs. June will encourage discussion about the key issues arising from this research, including the need for cooperation and collaboration among staff at different levels of an organisation, effective communication and feedback systems, and openness to changing ineffective M&E systems.
